Governance in the modern Islamic civilization requires a model that is simultaneously aligned with the conduct (sirah) of the Infallibles (peace be upon them) and with the contemporary needs of society. Using an analytical-library approach, this article examines the compatibility of the governance conduct of Amir al-Mu'minin Ali (peace be upon him) with the model of religious democracy in the Islamic Republic of Iran. The main objective of the research is to explain how active public participation can be integrated with supervisory structures based on social justice and religious values. To make this compatibility measurable, two operational indicators are adopted as the basis: first, the frequent and precise holding of elections as an objective measure of popular acceptance and political participation; second, the religious spirit governing law and principles—including the grounding of laws in religious law (sharia) and institutional religious oversight—as a measure of divine legitimacy and conformity with the Alawite conduct. The findings indicate that the Islamic Republic, inspired by the Alawite conduct, while preserving divine legitimacy and popular acceptance, has been able to pave the way toward achieving grand objectives such as sustainable security, national unity, and scientific progress by avoiding the pitfalls of liberal democracy and the limitations of authoritarianism in the liberal democratic model. This approach is considered an efficient model for Islamic movements and for the realization of the modern Islamic civilization.
