Abstract
In the thought of supreme leader, the third period of prossessing of creating new Islamic civilization is constitution of Islamic government. On the other side, imam Ali in his famous letter to Malek Ashtar about Islamic government’ s commitment ,state different subjects that act them can due to Islamic government achievement. This research with descriptive – analyctic way intend to state dominant principles of job qualification. The general negative and positive principles like : notice to general judgment , unproductive intrest to governmental job ,unexpecting pure following of people and special principle like : the obligation of noticing to job analysis ,the principle priority of personal featuers in behaviors circle in job qualification and the principle of choosing through examing.
